Bureau Pack Transaction Negotiation Authority (TNA) New Procedures and Fees

Currently payroll processing fees are charged directly to the client by CloudPayroll whilst bank processing fees are charged by the client’s bank. All clients currently have a Bureau Pack TNA limit with their banks which enables you to process payrolls up to this limit. If the payroll being processed exceeds the current limit, clients must engage with their banks to ensure the payroll will be processed. Additional fees apply when limits are exceeded and on occasion the bank may also delay the processing of the payroll until the Bureau Pack TNA limits are adjusted.

As a result of recent agreements between the banks effective 1st December 2022 all processing fees including bank fees and any Bureau Pack Excess Limit fees will be charged by CloudPayroll to the client with the banks charging CloudPayroll (instead of the client) for these services, including Bureau Pack Excess Limit fees.

From 1st December if a payroll being processed exceeds the approved TNA limit a $75.00 Excess Bureau Pack Limit fee will automatically be applied to enable the payroll to be confirmed. A message will be displayed accordingly as follows:

"Please note a TNA excess limit fee has been applied to this payroll to enable you to confirm it. However, in order to ensure this payroll is processed correctly, you will need to contact your bank and instruct them to process the bank file. Failure to do so may result in the bank rejecting the file and staff not being paid."

Please note this does not guarantee that the payroll will be processed; it simply allows the exceeded limit payroll to be sent to the bank and enable you to contact your bank to ensure the payroll will be processed. As the payroll has already exceeded the Bureau Pack Limit the bank will automatically charge CloudPayroll for this additional fee which is why we apply a fee upfront. This may also result in CloudPayroll having to manually resubmit your file to the bank.

It is important for all clients to firstly ensure that they have sufficient Bureau Pack TNA payroll processing limits with their own bank to enable payrolls to be processed promptly, and secondly to avoid any Excess Bureau Pack Limit fees. If your payroll exceeds it Bureau Pack TNA limit you can avoid the Excess Bureau Pack Limit fee by removing sufficient numbers of employees from the payroll to reducing the total below the approved limit and pay these staff at a later date. It may be preferable however for you seek a permanent increase to your Bureau Pack TNA limit with your bank.
